Gambling regulators across Europe had a busy start to the week, with the UK and French bodies both announcing major fines to big-name operators.

The UK Gambling Commission (UKGC) has fined AG Communications Limited £1.4m ($1.7m) due to several anti-money laundering (AML) and social responsibility violations. The company runs 58 white-label platforms under the Aspire Global brand, including Karamba and CasiPlay. The funds will go toward social responsibility causes.

Talking about the size of the penalty, UKGC Director of Enforcement John Pearce said that it “underscores the gravity of these breaches” and that other operators should take it as a warning to get their systems in line.

Not the first time

Social responsibility and AML failings are common in the UK market, and regulators have very strict rules to ensure players receive proper protections. The UKGC outlined some specific examples of breaches by AG Communications.

The company did not have sufficient checks in place to stop a person from gambling significant sums of money in a short time period. In one case, a user lost £6,000 ($7,247) over 48 hours with the only interaction from the operator being a telephone call when the person hit a £5,000 ($6,039) daily loss threshold.

This isn’t the first UK fine for AG Communications in recent years. The company paid £237,600 ($287,000) in 2022 due to several AML issues.

The regulator also found during its investigation significant delays in conducting checks when certain thresholds were hit. In one case, an account was only checked eight days after being flagged for a manual review for hitting a certain financial threshold.

Long-running issue

In France, l’Autorité Nationale des Jeux (ANJ) has handed out a €800,000 ($845,156) fine to Kindred Group subsidiary SBS Betting, which operates Unibet in the country.

The fine was for an issue that prevented people from self-excluding on iOS devices from March 2021 until December 2022, initially before another malfunction. This is the largest fine the ANJ has ever issued.

The ANJ estimated that about 6,754 users couldn’t self-exclude during the time period, with results measured in days rather than months. French law dictates that operators must offer self-exclusion periods between 24 hours and 12 months.

The fine was as large as it was because of the long-running nature of the problem. The Unibet website in France must display a notice highlighting the issue on the front page of its apps March 17-31.

Steve Cohen’s Casino Project Employs More Lobbying Firms Than Any Other NYC Entity

The New York City’s Clerk’s Office released the Lobbying Bureau report for 2024, and two casino-related companies top the list:

Queens Future, LLC is a corporation hiring lobbyists to drive forward the proposal for a casino development adjacent to the New York Mets’ CitiField ballpark, spending $1.4m to do so. Mets owner Steve Cohen is behind the push and has met significant headwinds to date.

The main issue is failing to secure rezoning for land near the ballpark, with local Queens Senator Jessica Ramos effectively vetoing this move. Cohen has tried to find ways around the block, saying that one person should not be able to shut down such a major project.

Bally’s is also seeking land zoning changes

Bally’s Corporation is second on the list after spending $914,161 and is trying to get one of the three available downtown New York casino licenses for a project in the Bronx on the site of a former Trump golf course. Bally’s is also seeking land zoning changes for a chance to get one of the highly coveted permits.

The New York State Gaming Commission will make its final decisions on the three recipients before the end of 2025. MGM Resorts and Genting’s existing slots facilities are the favorites to get two of the licenses.

UK Construction Boss Jailed for Illegally Shifting £700k Into Casino Account

A court in Lincolnshire has sentenced the boss of a UK construction firm to two years and four months in prison for stealing over £700,000 ($890,310) from failing companies to fund his casino account.

According to the BBC on Monday, Wesley Grainger-Smith, 66, transferred £702,050 ($892,954) from four firms into his gambling account between 2014 and 2017.

The Insolvency Service, a UK body that dispenses compulsory liquidations and investigates corporate claims of fraud revealed Grainger-Smith had admitted five counts of “fraudulently removing company property” at a prior hearing.

Grainger-Smith’s actions resulted in all the firms his business was consulting for ceasing trading after he wiped out their bankroll. 

The Insolvency Service, however, said it found that around £570,000 ($724,623) in cash deposits were paid back to the duped firms, which investigators believe may jibe with the felon’s “claim he later repaid most of the amount from his winnings.”

The Insolvency Service’s Chief Investigator Mark Stephens stated the culprit “cannot have thought he was entitled to recklessly gamble with company money, or that he was acting in the best interests of the four companies.”

Gamblers Can Now Play Penn & Teller Casino Monte

Dara O’Kearney: Bad Boy Lappin Punished in Barcelona

Worst ruling ever

Apart from Vegas, Barcelona is the foreign destination I’ve played the most abroad. I have a lot of memories both good and bad from Spain. It was in San Sebastián I got the worst ruling of my career.

The hand started with the big blind not realizing he was big blind, looking at his cards, and folding. Everyone else followed suit so it folded to me in the small blind. I therefore assumed his hand was dead and went through the formality of shoving to pick up the blinds. Or at least that’s what I assumed would happen. What actually happened was the big blind lurched forward to retrieve two cards from deep inside the muck. Presumably, his original two but who can be certain? Having ascertained that both of those rescued cards were Kings he made the call. As my mind reeled from what I was witnessing, the dealer banged out a flop turn and river and was pushing my stack to him quicker than you can say Floor!

By the time I found the TD myself and explained what had happened it was too late

At this point, I finally did get round to expressing the opinion to the dealer that it might be a good idea for her to consult the floor on this one. She either didn’t understand (she provided no evidence at any point to suggest she either spoke or understood a word of English) or decided the best line here was to just ignore the confused looking foreigner, and ploughed on with dealing the next hand. By the time I found the TD myself and explained what had happened it was too late and my elimination from the tournament was confirmed.

EPT Barcelona 2016

The 2016 edition of European Poker Tour (EPT) Barcelona lives in my memory, and that of many others, as the worst EPT ever. Fittingly enough, Stars chose the occasion to announce they were killing off the successful EPT brand in the form of new global poker championships or some such nonsense that didn’t last long. The event lives in the memory for interminable queues, 10am starts, everyone in a bad mood, and maybe the worst idea ever (also known as “the refund of shame”: they decided to pay 20% of the field but the min cash was just money back).

Ironically, the event turned out to be pivotal to the careers of both myself and my VegasSlotsOnline and Chip Race colleague David Lappin. We both reluctantly wrote blogs venting about how badly run the whole thing was and how Stars under Amaya had lost sight of player development experience. I say reluctantly because we had long enjoyed Stars events, and felt that writing such blogs could be career damaging (Stars had been stringing us along for years suggesting they might make us team online pros at some point). As it happened it actually worked out well for us. After the blogs went viral to acclaim for their focus on player experience, Unibet decided to hire us as ambassadors as it fitted with their vision.

To Stars’ credit, they took the criticism on board, and since then have brought their own world class dealers, floor staff and other staff to their events in Barcelona, rather than relying on the locals. As a result, all the recent Barcelona events I’ve attended have been impeccable, and I’d almost forgotten how bad things were when it was left to the locals.

Bad boy Lappin

Those of you who watched the episode of The Lock In we made during the recent Unibet DeepStack Open (UDSO) in Barcelona will already be aware of the incident that resulted in David’s first ever full orbit penalty in the tournament. The matter of whether the offence was egregious and the punishment fitting has already been litigated by more qualified commentators than me like Matt Savage, so I won’t dwell on that (for the record, even Lappin accepts his behaviour was petulant and the consensus is that some punishment was warranted but a full orbit a little disproportionate, and the other player involved should probably have incurred a penalty too, or at the very least a warning). What interests me more here is how the matter was handled. From the next table, it seemed to me it was handled very poorly: the entire exchange between floor and dealer was in Spanish, which David doesn’t speak. Then without being given the chance to give his side of the story, he was simply hauled away from the table and penalised.

About a week later I saw how such cases should be handled, in my opinion. At the next table to me in the ACOP championship at the Dublin Poker Festival, voices were raised as an argument escalated rapidly between two neighbours. Top American TD Brannon Kingston put on a masterful display of how to defuse tension from start (his opening was “How can I help?”) to finish (after hearing out both players the situation de-escalated on its own as both came to an agreement on how to behave going forward), more mediator than enforcer.

The wrong way and the right way

On the bubble of the UDSO Main Event in Barcelona, I started to film for my Instagram story only to be told in no uncertain terms “no filming allowed!” Obviously, I’m more than happy to comply with local regulations, but as I looked around the room, I couldn’t help but notice many other players were filming, and not being told to stop. When I recounted this to Brannon and his partner TD Shawn the following week, they agreed all rules should either be enforced on everyone, or not at all. Brannon said he doesn’t even bother trying to force that one anymore:

That ship has sailed. It’s in organizers’ interests to have their events promoted.”

In Barcelona, four Irish made the last twelve of the Main Event, so David and I were quite keen to rail when we could. Although we were clearly behind the rail, the TD came over to tell us we couldn’t. A perplexed David asked if the rail was just for decoration then, to which the curt reply was Yes. There seemed to be no point arguing the case, so we did what any self respecting pair of poker Karens would do: we went off and talked to the manager, in this case UDSO tour organizer Alex Henry, who had a word with the TD to remind him the purpose of rails. A total absence of rails completely detracts from the atmosphere at an event.

In Dublin, Lappin was railing the final table, but (ever the limit tester) from the wrong side of the rail. Brannon came up with an ingenious way to resolve the situation. Rather than getting into a protracted discussion/argument with the ever argumentative Lappin to get him to move behind the rail, he simply moved the rail around him, taking the common sense approach that whether the rail was 11 metres or 10 from the table was of no great importance.

These gripes about Barcelona may seem petty to some readers, and individually I’d agree, but cumulatively they add up to a degradation of vibes and player experience that turns at least some players away. A few told me they’d never set foot in Casino Barcelona again. In a time when the post pandemic live boom seems to be petering out to some degree, organizers and staff should be doing everything they can to retain and attract players rather than drive them away.

UK University Study Shows 17% of Gamblers Have Used Student Loans to Fund Betting

The UK’s non-profit mass self-exclusion service GamStop has published the results of research it conducted alongside Ygam into the gambling habits of university students. It surveyed more than 2,000 people and discovered that betting often plays a major role in their lives.

About 50% of students gambled at least once over the previous 12 months, the same percentage as people who drank alcohol. A few people said they were trying to boost their income with betting, while 40% felt betting hurt their time in school.

Researchers found that about 250,000 students are categorized as problem gamblers, which means their wagering impacts their relationships, mental health, physical health, or finances. Another 400,000 are at risk of falling into this category.

Most committed as much toward their wagering as on food each week, with about 10% of the gamblers spending between £50 ($63.50) and £100 ($127) weekly.

The study found that 17% of bettors have financed their sessions with student loans; these individuals are four times more likely to develop a problem than the general population.

GamStop Chief Executive Fiona Palmer is calling for more targeted education for students to highlight the dangerous consequences of gambling, especially toward people who believe it is a viable way of making money.

GGPoker Bans 31 Players from Site, World Series of Poker for RTA Use

GGPoker has announced that it has banned 31 players for violating site rules. In a Friday tweet, the world’s largest poker room did not specifically say how the accounts broke the “fair play rules,” but did say that it investigated the accounts in collaboration with GTO Wizard, so it is probable that the players used real-time assistance (RTA) software while playing.

Because GGPoker now owns the World Series of Poker (WSOP), poker pro Patrick Leonard replied to the poker room on X, asking if the players behind the banned accounts will also be prohibited from participating in the WSOP.

Poker pro Fedor Holz, a member of GGPoker’s Poker Integrity Council, told Leonard: “That’s the plan and that’s what will happen.”

In late January, Nacho Barbero uploaded a photo of his computer monitor to Instagram which showed an instance of GTO Wizard alongside open ACR tables. Upon being called out, he claimed that he was coaching players on a Discord call and used the RTA software to check some hands.

Then, only about a week ago, someone noticed a year-old photo on Ebony Kenney’s social media showing her playing on ACR while having GTO Wizard running. Kenney was adamant that she never uses this kind of software while in a hand and only used it to review her play after the hand in question was over.

GGPoker’s announcement hearkens back to a similar situation in the fall of 2020 when the poker room banned 40 accounts and issued warnings to 40 more for using RTA tools. Like this time, the bans followed a notable RTA incident, when Fedor Kruse was caught using RTA.

Regarding the growing concern over the sport, the Greyhound Board of Great Britain believes the decision in Wales is related to pressure from the “extreme” animal rights movement rather than dog welfare.

Other jurisdictions have announced similar bans recently, including New Zealand.

Downtown Las Vegas Hit With Power Outage That Led to Eerie Scenes

Las Vegas has experienced a number of power outages in recent months, with the latest one on Sunday night captured on camera showing an eerie view of downtown:

One of the people who responded to the tweet described how there was a loud bang before the outage this time. Photographs from inside the California Hotel & Casino showed some slot machines offline due to the outage:

The reason behind Sunday’s blackout is unknown. One of the most recent outages came in mid-February and impacted about 8,000 people, leading to the Cosmopolitan’s lights getting knocked off and disruption at Harry Reid International Airport. Three people stole copper wire from an NV Energy substation, causing that particular issue.

Law enforcement apprehended the three individuals and charged them with grand larceny. After causing $30,000 worth of damage, they sold the wire for $600.
